Shane Lucas is a nationally recognized subject matter expert with vast experience working with state and local governments to deliver strategies to key stakeholders responsible for responding to and recovery from major emergency and disaster events. He has developed systems to deliver more than $10 billion in federal grant-in-aid through Emergency Rental Assistance Program (ERAP), Community Development Block Grant Disaster Recovery (CDBG-DR), Emergency Solutions Grant (ESG), Coronavirus Relief Fund (CRF), for programs in Texas, Louisiana, New Jersey, New York, Georgia, Washington and Hawaii.
He co-founded GrantCare in 2018 with a leadership team of distinguished technologists. Shane recognized the tremendous positive impact for communities to possess a robust system of record that collects data and produces powerful, insightful reports that help governments have full control of grant programs and increase the chances of attracting more grants. In forming GrantCare, his vision was to revolutionize Grant Management program delivery by offering communities a relatively low-cost solution and system that can be easily customized to be used for future disaster recovery programs, allowing reuse instead of developing new systems with every disaster program.
His deep experience managing disaster recovery programs, combined with the lessons learned from managing numerous grant programs, are built into an easy-to-use, configurable, and workflow-driven business process automation software solution. Shane’s vast program management experience and lessons learned over 15 years in the field have shaped GrantCare’s innovative practices and application of technology to expedite the delivery of assistance to eligible applicants.
