Girish Chhugani
Founder & CEO

Girish is a technology executive, solution architect and a developer.

Girish is the Founder and CEO of Stralto, Inc. With over 12 years in New York City government in various technology executive roles under Mayor Michael Bloomberg, he has established himself as a leader and expert in smart cities and crisis management.

He architected and led the implementation of various transformational systems including but not limited to NYC Open Data, Notify NYC, Business Express, NYC Scout and  Citywide Event Management System.

In the aftermath of Superstorm Sandy in 2012, Girish was appointed the CIO of the Housing Recovery Office where besides managing the build out of the office and the recovery center from grounds up, he architected and led the implementation of the Build It Back Case Management System, which was the first major NYC system to be completely hosted in the Cloud seamlessly integrated with the City’s 311, Analytics and other backend systems.

Shane Lucas
President

Shane Lucas is a nationally recognized subject matter expert with vast experience working with state and local governments to deliver strategies to key stakeholders responsible for responding to and recovery from major emergency and disaster events.  He has developed systems to deliver more than $10 billion in federal grant-in-aid through Emergency Rental Assistance Program (ERAP), Community Development Block Grant Disaster Recovery (CDBG-DR), Emergency Solutions Grant (ESG), Coronavirus Relief Fund (CRF), for programs in Texas, Louisiana, New Jersey, New York, Georgia, Washington and Hawaii.

He co-founded GrantCare in 2018 with a leadership team of distinguished technologists. Shane recognized the tremendous positive impact for communities to possess a robust system of record that collects data and produces powerful, insightful reports that help governments have full control of grant programs and increase the chances of attracting more grants. In forming GrantCare, his vision was to revolutionize Grant Management program delivery by offering communities a relatively low-cost solution and system that can be easily customized to be used for future disaster recovery programs, allowing reuse instead of developing new systems with every disaster program.

His deep experience managing disaster recovery programs, combined with the lessons learned from managing numerous grant programs, are built into an easy-to-use, configurable, and workflow-driven business process automation software solution. Shane’s vast program management experience and lessons learned over 15 years in the field have shaped GrantCare’s innovative practices and application of technology to expedite the delivery of assistance to eligible applicants.

Joe Peter
Co-Founder & COO

As a key executive team member, Joe is responsible for ensuring the company's operational efficiency and financial strength. With 25 years of proven expertise and strategic vision in IT leadership, planning, governance, delivery, operations, quality, and change management, he is a seasoned IT professional.

In his role as Director of Operations at I&I Software, Joe successfully managed the entire New York City operations and cultivated key customer relationships in the public sector vertical. Under his leadership, the NYC team achieved an impressive USD 3 million growth in just 2 years.

​

During his tenure as Project Director at Hexaware, Joe played a pivotal role in establishing a Center of Excellence for Quality Assurance. He skillfully managed accounts exceeding USD 25 million and led diverse teams across locations, including Ernst & Young in Washington DC, and New Jersey.

Before joining Hexaware, Joe served as a senior technology manager at Saksoft, overseeing teams dedicated to development and quality assurance for renowned clients such as Citigroup NA, Citigroup Europe, Standard Chartered Bank, Morgan Stanley, and other Fortune 500 companies.

Chris Lohret
Chief Technology Officer

Chris brings over 25 years of professional experience in software sales, consulting, and information technology. He is an innovative and creative professional with deep technical and business skills gained through the management of numerous large-scale sales and delivery efforts for some of the largest public sector organizations in the United States.

Chris had his longest association with Microsoft corporation and worked with Microsoft’s largest public sector clients in New York State and New York City to help them accelerate towards their business goals and maximize the business value from their Microsoft technology investments, using industry-proven business and architectural advice, combined with technical expertise.

He was responsible for business development and operational activities related to government and public sector practice in New York state. This includes identifying key programs and budget initiatives for governmental agencies and developing strategies for businesses to deliver positive outcomes.  Projects include enterprise modernization, process automation, CRM, and infrastructure software deployment.

Chris is a detail and results-oriented professional with excellent people, communication, project management, and development skills with experience in handling people of all levels of an organization, from IT professionals to developers, to CxOs.

He holds a B.S in management and A.A.S in computer information systems. Chris is on a mission is to fully “execute” solutions using his breadth of business and technical expertise.
